Process a capture-quality-blocked submission anyway
Authorizes one rerun using the submission's current workflow version and uploaded files. No request body is needed. The write rate limit applies. Returns 202 with the current submission status; repeated requests during the run or after its completed override are idempotent. A new capture-quality block after a completed override may be overridden again. Returns 409 unless blocked with recorded measurements, or when delivery history exists; 403 when workflow access is no longer available; 404 for a missing or other-company submission. A failed API job is reopened to submitted and its cached result cleared. Poll the same job for the new outcome. Rerun webhooks have a generation suffix in their event ID. This opts the caller into a new run; admin process-anyway does not reopen failed API jobs.
